Education policy researcher completing a PhD at HSE University (Institute of Education), researching how obligations under Article 24 of the UN Convention on the Rights of Persons with Disabilities are translated into school practice in Nigeria. The thesis draws on qualitative fieldwork in five schools in Osun State (48 adult participants, 15 learner narratives, interviews conducted in Yoruba) and on document analysis across international, federal and state policy. It proposes two concepts: Culturally Negotiated Inclusion, which explains how communities reshape inclusion rather than simply failing to implement it, and Advocacy Literacy, the gendered competence through which families claim entitlements that exist on paper.
